Dang! I hate to see this type of complicated scheme to do something that, in concept, is actually relatively simple. I believe the objective is to reduce our reliance on fossil fuels by encouraging conservation and development of alternative energy sources. I would much rather they simply tax all fossil fuels and apply the money directly toward conservation and alternative energy R&D. This politically motivated and designed monstrosity is such a colossal waste of resources!
